DEFINITION:

The employee is responsible for work performed in combating, extinguishing, and preventing fires, and protection of life and property through firefighting activities. Duties also include other support services under close supervision of shift captain, including general maintenance and repair on buildings and equipment. Independent judgement is used according to the situation and sometimes different courses of action must be considered to complete the task.

EQUIPMENT/JOB LOCATION:

The employee will operate firefighting equipment to include: nozzles, hoses, self-contained breathing apparatus, power saw, power equipment, and generators.
A large part of duty time is taken up in city-wide inspections, performing supervised training, and maintaining equipment and quarters.
All firefighting and emergency operations must be performed during all kinds of weather conditions.
The employee is exposed to extreme heat, smoke, hazardous chemicals, and falling materials.

ESSENTIAL FUNCTIONS OF THE JOB:

Responds to fire alarms, connects hose, holds nozzle and directs water streams.
Forces entry of premises for firefighting, rescue and salvage operations, uses chemical fire extinguishers, bars, hooks, lines, and other equipment.
Removes persons from danger, administers first-aid to injured persons.
Positions and climbs ladders to gain access to upper levels of buildings.
Performs salvage operations such as throwing covers, sweeping water and removing debris.
Carries charged hose line into structure for fire extinguishment.
Physically able to wear complete set of protective clothing and self-contained breathing apparatus.
Participates in fire drills and attends training classes in firefighting, first-aid, and related subjects.
Performance of hazardous tasks under emergency conditions which may involve extreme exertion under such handicaps as smoke and cramped surroundings.
Performs extreme strenuous and physical labor for extended periods under some unfavorable climatic conditions, frequently lifting objects weighing 50 to 100 pounds.
Performs general building repair maintenance, pump repairs, and equipment maintenance.
Performs duties requiring bending, crouching, stooping, climbing or crawling in buildings and close quarters that may be filled with smoke.

ADDITIONAL EXAMPLES OF WORK PERFORMED:

Performs general maintenance work in the up-keep of fire department property: cleans and washes walls and floors, makes minor repairs, washes and dries hoses, mows yard, washes windows, paints, and otherwise maintains quarters.
May operate departmental radio communications on special assignments, receives alarms and notifies appropriate personnel, summons on-call personnel.
Participates in annual hose test, which involves unloading and reloading fire hose back on truck.
Participates in f low testing fire hydrants, which involves taking caps off hydrant and opening up hydrant and checking water flow.
Occasionally drive truck when driver is absent.

DEFINITION

Under the supervision of the Fleet Services Manager, the Fire Department Mechanic organizes and participates in the work of the department’s vehicle and equipment repair shop.

DISTINGUISHING FEATURES

The incumbent of this classification is designated as the person responsible for the day-to-day operations of the equipment repair shop.

 

 Examples of Duties:
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Establishes service priorities in accordance with guidelines.
2. Conducts periodic inspections of equipment in the fire stations.
3. Performs a variety of servicing, maintenance and repair work involving all mechanical components, parts and accessories, including any overhaul and rebuilding of components, tire mounting and repair, rewiring and installation of specialized equipment.
4. Uses a variety of diagnostic equipment to determine sources of problems and to ensure proper adjustment and operation of vehicle systems.
5. Operates welding equipment in making repairs and fabricating parts and tools.
6. Road tests and otherwise checks vehicles for proper operation and for detecting the source of the problems.
7. Instructs departmental personnel in basic equipment maintenance tasks and in the proper use and operation of equipment from a maintenance standpoint.
8. Provides input on vehicle specifications to Fleet Services Manager and on the redesigning of existing equipment.
9. Attends training sessions and conferences.
10. Makes emergency road service calls.
11. Maintains and repairs shop equipment and cleans shop area.

 

 Minimum Qualifications:
Education:

Equivalent to the completion of the twelfth grade,

AND
Experience:

The equivalent of four years of experience as a journey-level mechanic, including the maintenance of gasoline and diesel engines, heavy trucks and fire apparatus.

License:

A valid California driver’s license with a minimum of class “B” and must be willing and able to obtain class “A” endorsement within the probationary period. Possession of a State Fire Mechanic certificate, level I and II is desirable, but not required.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Classification Summary:
The primary function of an employee in this class is to perform specialized journey level mechanical maintenance and repair on all types of complex firefighting apparatus and related equipment, to include heavy duty Fire response trucks, general purpose automotive vehicles and specialized components such as centrifugal fire pumps, hydraulically operated aerial ladders, elevating platforms and computerized electronic control systems. Additionally, an employee in this class may be assigned to repair and maintain fire service tools and equipment. This class is subject to emergency call-out and must be able to work overtime including nights and weekends and stand-by as required.

Prepare specifications for new equipment to be purchased by the Department. Maintain breathing apparatus and charging systems. Maintain department radio equipment. Contacts:

The Fire Department Mechanic has frequent contact with Department equipment users, firefighters working on equipment repair projects, fire equipment manufacturers, and department administrators. Contacts are generally for the purpose of supervision and/or information sharing. Contacts require the ability to communicate technical information, detailed instructions, and exact specifications clearly and concisely. Communication for the purpose of eliciting necessary information concerning equipment operating characteristics and problems is required for position success and the safety of equipment users.

Supervision:

Direct firefighters and/or mechanic assistants when assigned to equipment repair projects.

Accountability:

The Fire Department Mechanic is accountable for the effective operation of all assigned Fire Department equipment.

Working Conditions:

 

The position involves considerable physical activity with exposure to safety hazards normally associated with repair work on automobiles and heavy equipment. While most work is done inside a shop, on occasion the employee makes repairs to equipment in the field at the scene of a fire or other emergency, which may involve exposure to hazardous chemicals and/or conditions.

SENIOR EQUIPMENT MECHANIC

DEFINITION

Under direction, perform repair, maintenance, and modification of gasoline and diesel

powered vehicles and equipment. Incumbents may oversee, monitor, and/or direct the

work of lower level personnel.

DISTINGUISHING CHARACTERISTICS

The Senior Equipment Mechanic is the lead or specialist level in the Equipment

Mechanic series. Incumbents serving in a lead capacity provide direction to lower level

staff including assigning, directing, and reviewing the work of staff and work on

specialized projects or equipment containing a high number of complex and difficult

tasks and assignments, and/or requiring specialized knowledge. Positions at this level

are distinguished from those in the lower classification of Equipment Mechanic

Specialist by the independence with which they perform their duties of handling the

most difficult and complex work and performing leadwork. This class is distinguished

from the class of Equipment Mechanic Supervisor in that the latter serves as the full

supervisor of incumbents in the lower levels of the series.

Fire Apparatus Mechanic Option:

Senior Equipment Mechanic in the Fire Department performs skilled

mechanical work in the maintenance and repair of a variety of gasoline

and diesel powered fire apparatus, vehicles, and equipment.

DISTINGUISHING CHARACTERISTICS OF THE CLASS:

The Fire Apparatus Mechanic is distinguished from the Assistant Fire Apparatus Supervisor in that the Assistant Fire Apparatus Supervisor supervises the day-to day activities at one site or shift; whereas the Fire Apparatus Mechanic is responsible for the maintenance and repair of fire apparatus on an assigned shift.

The Fire Apparatus Mechanic is distinguished from the Automotive Mechanic II in that Fire Apparatus Mechanic performs mechanical work only on specialized vehicles and equipment within the Fire and Rescue Department; whereas the Automotive Mechanic II performs mechanical work on all other County vehicles.

ILLUSTRATIVE DUTIES:

Detects, diagnoses, and repairs mechanical and electrical problems in Fire and Rescue apparatus, pumpers, aerial devices, and boats and outboard motors;

Performs complete fire pump overhauls and rebuilds power transfer transmissions, replacing damaged pump plumbing, rebuilding water valves and rebuilding pumper water tanks;

Rebuilds aerial ladders and diagnoses aerial hydraulics;
